much like ebay any rating system that users can leave a neg feedback it will do no good to leave one out of fear of getting one yourself.

heatware.com has been around a long time and is pretty much useless. the fact that a person has a great reputation means nothing sometimes. one of the best systems to have on a forum ive seen is moderators who will help recover stolen funds or items. having a mod or someone who actually knows how to do this and the laws in these situations is probably a better focus for a site.
some general guidelines that really help keep forum trading and selling a positive experience for both parties involved.

minimum # of posts to have access to classifieds.

a highly skilled individual who handles any problems within the classifieds.

a reputation as a board that doesnt tolerate ripping people off by our hunting people down and getting them arrested, charges pressed, restitution.

a good set of rules which many established forums have which help protect the buyer and seller from misrepresented items.

a rating system will end up with everyone having a ton of good feedbacks that mean nothing when they rip you off. having someone you can notify and feel confident that they will act on your behalf and get results is much better.

a guy ripped me off of 2 power supplies once. i had tracked him to another state, had the phone number to his boss, his wife, his parents and was going to press charges if i needed to and let all the people around him know what type of person he really was. i got paid for my property + compensated for my trouble. putting him in that position after he blatently ripped me off was worth more than anything and i felt great about helping him to become an honest person.
