Get a left handed tap and tap it out. You drill it for the correct tap size and then just start threading it in. Drill for the tap size about 3/4" deep and then tap it. The tap will remove the bolt once it bottoms out. Yeah, too bad you didn't try the welding trick first. Be sure the tap size is about 1/4-28 or so.
