The pressure in the system is not an issue. What you need is to get the fluid to flow through the system. The upper steam port hose is to get air out of the heads. This issue is really common in the old style system that does not have a reservoir supplying the coolant rather than just a radiator. On OBS conversions I return the steam port line to a hole I tap in the water pump by the heater hose fittings.
