Timing chain yes just good insurance. Alot of people don't change lift and they are fine. If it was my motor change a cam change lifters because they have a wear pattern to a specific lobe and when add a new lobe in the equation there will be more wear. I was always taught you can do lifters and same cam but new cam new lifters.
Step 1. crus at it.
Step 2. get a hammer.
Step 3. torch it.
thats old school thinking for guys running lifters that did not have a roller bearing on them, flat tappets. Only replace the lifters if they're noisy or you notice wear on the camshaft that is not normal, when running a roller camshaft.
