With a decent sized cam, long tubes, stall, and maybe even some heads you will be in a great place. WAY past the LS3 for WAY less money.

buy 6.0, throw away everything but the crank and block and build from there. Get forged rods, forged pistons, quality rings, put good heads on it, aftermarket cam, Cadillac or LS7 lifters, hardened pushrods, roller rockers, main studs, head studs, bearings, complete gasket set, larger injectors... that ought to drain your bank account. Stroke it for more displacement and you can lighten your wallet another $800 minimum using Eagle parts.
I know I have about $6000 in mine in parts alone for the 408 and cheapie PatriotPerformance heads.

I can only imagine what kind of cheap crap they used to build one for that little.
Block = 2nd grade $500 = grade 1 $900
Forged rods = $500
Forged pistons and rings = $600
Forged crank = $800
Bearings = $250 for good ones with steel backing, not el-cheapos
Cam bearings = $30
Main studs = $150?
machine work, deck block, bore and hone, align hone crank, assemble... would you do it for $2800 or buy one knowing how cheap of parts they must be using?
