Want to build my 2000 5.3L

Wanting to build my 2000 5.3L with 190k on it.. Price tag is $4k no turbo or super charger.. Would like to achieve atleast 400 to the wheels and include a rebuild and cleaning with that $4k.. This is for a street/DD occasionally..
And also at 190k would i be better off just buying another 5.3 from junkyard i can get one around here with about 130k on it for $500 or less

Suggestions on cam, intake & tb, heads? what else?

also heard i should go with the 4.8 flat tops suggestions on that?

Plan to add boost later on so I would rather not have to change parts twice..

You wont get 400 N/A you will need boost or juice, you can get pretty close tho. On3 turbo kit would get ya 400+ , FBO/Cam and juice would get ya that too...
