How is your fuel supply and return set up? Are you running an aftermarket regulator or the 97-98 vette fuel rails with return line?

If you're running the stock 99 fuel rail, there's just a dampner in the rail. You need to get a 97-98 vette fuel regulator to replace it with. How did you make the return line work?
