The pawl goes into position on the outside of the gear and locks it in place so It won't move, but further inside something must be broken because the driveshaft still turns but that gear that the pawl locks into stays still.

yeah, sounds like it needs to be torn down to see whats messed up in there.
ATSG book says "no park"
Detent lever = incomplete travel or misaligned
Actuator rod = Rabbit ears bent, disconnected or broken
Dentent spring = mispositioned
parking prawl = broken
prawl shaft = broken
park bracket = bent or broken
park bracket bolt = loose or broken
Front internal gear = splines broken
manual shaft = flats not parallel
