So anyone living is californish states with emission laws.. as in strick ones?

Going to washington soon, and of course they have, well I won't say strick but real emission laws. Two year emission testing and all.

Question is, when I start building up the lq9, where can I get the info to know performance wise is too much when it comes to passing emissions? or will my ecu be capable of keeping it within limits of what is legal? I want the power.. but I want to be able to drive it too. More than just the track.
