LS1 Edit can turn it off. If you don't have access to that, then you can splice a resistor into the passkey circuit to "fool" the computer into thinking the right key was inserted. Of course, there are about 15 different resistors to choose from, so without the original key it is trial and error. I have a few "VATS bypass kits" and you are welcome to one if you like.
