The dash has vacuum operated components so the dash needs vacuum. It gets the vacuum from the fitting on the back of the intake manifold, next to the MAP sensor on LS1s. BTW, they make a vacuum modulator kit for the 4L60E to control the fluid pressure inside the trans. It's still shifted electronically but the fluid pressure would then be vacuum regulated. I believe that is what they were speaking of.
