I dont see why, especially with the mods you are thinking of, that you cant be in the 11's. As Red mentioned, there are a couple of guys with no power adders running mid 12's. I am shooting for low 12's in my '92 with a n/a 5.3. Start with the cheap mods, especially tires to hook and see where your at.
