Lift is .525/.525 so it should have down low power. Thats not super big but should help it out.
Pretty sure all 2010 4.8s have vvt, did they convert from the VVT to non VVT when they did the hot cam? I have a pretty similar setup in my 4.8 and my truck acts the same exact way. NOTHING down low then when it starts rolling the power comes on. I starting to think the 219/228 split is not a good duration for that engine, its possible if they kept the vvt they installed the wrong core also. I am actually in the process of swapping to a smaller duration cam. Below are some desktop dyno numbers. I know its not gospel but it gives a good idea of how the engine will react. BTW I only have the older version so had to use a gen1 block and change the bore/stroke, valve sizes, and may even be wrong on the intake cfm but use it for a general idea.
This one is 4.8 with a Hot cam and according to my Butt dyno I would almost confirm these numbers are pretty close.

This the exact same setup but with the valve events from my new cams card and you can see a dramatic increase. I will have it in by tomorrow and shipping the pcm to NP for a reflash.. I let you know how the butt dyno feels after.

Sounds like a dragster runs like a aveo..... Well maybe not that bad.. Sux when you pull out of somewhere and someone gives you the universal hand motion for a burn out and you have to act responsible because you look like tool when the engine makes tons of noise with no smoke. My "hot cam" will most likely be on the beer fridge by this time tomorrow next to the stocker. BTW I though all 2010 4.8 and 6.2 had VVT and the 5.3 had DOD only.

My 2011 4.8 is VVT!
i was wrong on the year its a 2008 and it doesn't have VVT, anyways i pulled the #9 fuse and it didn't do shit really other then put the ABS and parking brake lights on. form a dead stop and nailing it it takes off the same as if you give it 50% throttle and has no guts until about 45 or so.
i drove it today and it seems the converter is around a 2200-2400 ish stall,
any suggestions other then a different cam/tuner?

34-3600 stall. No joke a new cam would be a night and day difference in there.
