Are the cutouts electric or manual?

the cut outs are manual but they are welded in post y pipe so im not gonna mess with them. But if anyone is interested in the engine, i have all the paperwork (cam card, reciepts, etc...) pictures of the rebuild, and a video of it running; idle, and rev up.
