Double check all your connections. If there all good and assuming that your assembled it correctly I would say torque converter

If the truck would move with a bad tc is a hard question, it kinda depends on how the tc brook. Another idea is there isn’t any ATF getting to the TC, If there wasn’t any ATF in the torque converter then it would just spin with out moving anything in the trans.

how much ATF have you put back into the truck since reinstalling the trans? did you prefill the TC before installing it? and is the TC completed seated all the way onto the shaft, you should of had to turn the TC a few times to get it to slide all the way on. just a few thoughts. the 4l60e's hold something like 16 quarts when bone dry. correct me if im wrong guys..

double check your TC and make sure its pushed all the way on the shaft. spin it while wiggling it to makesure its all the way on, it should like on and feel like its locking in about 3 times i believe, maybe 2, cant rightly remember. but double/tripple check, if its not pushed all the way on, and you finally get it to move, it will snap inside the pump where the TC goes. , 14-16 is correct. and make sure not to over torque the valve body, and make sure you have proper fluid in before putting in gear or youll risk burning the clutches
