Allen, I have thought about this before too.
If the feed pump was wired into the fuel pump so when you turned the key and the fuel pump primes, the oil feed pump will prime the turbo. This way, the turbo will not spin at all w/o fresh oil going to it.
If you used some kind of restrictor valve, it would ensure the proper flow w/o having to use a regulator. You could also use a check valve like STS uses. It normally has 20 to 80psi going to it, but I think it acts as a restrictor also.
