How do you test if the Pump inside the tank is dead...or the inline for that matter?
Get yourself a fuel pressure gauge from the auto store, extend the fuel line and tape the gauge to the windshield. Now go for a ride and see if pressure drops under boost.
If you have the intank and inline (like you have), by pass the inline and test pressure like above.
If pressure is good, it's probably the inline pump going out.

Beats running two pumps or doing the Hobbs switch and all of that. Racetronix sells a nice harness for around $45. It includes a heavy duty relay, heavy wire, etc. Needs a little modifying, but makes it pretty easy.
We have similar setups - if it works for mine, it should work for yours I would think.
