you need to adjust the throttle cable length. There is a push pin mechanism you can pull on the cable to shorten or lengthen the cable. It's typically at the throttle body end of the cable. Cut you a broom handle or 2x4 and wedge the accelerator pedal down all the way and then go under the hood and make your adjustments. the throttle cable had to be lengthened to allow the TB spacer or a special bracket had to be sent with the spacer to offset the distance.
