Can you tell me where on the driver side frame rail?
I took the actuator out of the front housing and pushed the button to see if it moved. Nothing happened. Also put a test light and checked for power which I got. After hooking up the light to the positive battery post I didn't get any light on when checking for ground.
Leaning towards the actuator because of lack if movement, but it still might be a simple ground. Hopefully someone can help me put the pieces together

The front axle actuator is not directly related to transfer case range. The encoder motor in on the side of the transfer case.
The ground should be easy to find on the frame brace that holds the cab mount near where the driver's fender meets the driver's door.

Is it two small bolts facing left to right? Versus on the side of the rail?

The front actuator will make the transfer case not shift. I know cause I unplugged the actuator in my truck and tried to get the transfer case to shift into 4 hi to see how the front diff would be on dry pavement. I bet its somewhere in the actuator. I would try unplugging it and seeing if it does the same thing. When I did this I got no codes at all.

I checked the signal voltage on each range of the dash switch and got awd: 4.85v, 2hi 2v, 4hi 3v. I didn't try 4lo because I needed to be able to drive my truck in case it got stuck in range.
Pretty much come to the conclusion that the actuator is out, unless the dash switch should have all the same voltage

That has nothing to do with being stuck in 4LO. 4WD maybe, low....no.
