There are all kinds of them on the web for sell. There are phones and elaborate systems. Google "GPS Vehicle tracking" and you'll get pages of companies that sell them. Be sure to buy one with a battery backup or one that has a internal battery that is charged off of the vehicle's battery/charging system. That way even if they disconnect the battery it will still send positioning data until the internal battery goes dead.
