Moze brings up a good point, as I completely forgot to mention my complete exhaust sytem. Headers, off road y-pipe, muffler and short tailpipe. I also did not include all of the electronics you should have onboard to monitor the near 400 RWHP you will need for these numbers. The problem with the truck is the huge amount of power, and traction needed to get the 4500 lbs +, off the line and up to speed. I think alot of folks throw numbers around so much they forget just how fast each bracket is. For example riding in an 11 second rocket will feel like you are almost sitting still in a high 13 ride. while the numbers could be close, The felt experiance, power and money for that extra quickness is very very far appart. As you get into the 11's and 10's the variables are so many you will not get the same numbers even with setups that seem the exact same. Just some thoughts.
I know you said "Cheap 13's" I really think the only sure fire way to accomplish this is to buy a used sport bike. Otherwise you are looking at N20 in which the fact is you could be looking at some serious cash to get a big heavy truck down the track without serious issues.
