Sure sounds like a short in the relay or the steering column. Try switching out the relay for a different one first. Remove the relay and find the grounding lead going to the column and see if its grounded permanently even when the key is off.

The truck I am working on is a 2003 1500 chevy rcsb 4.3l V6.
I am doing a 6.0l LQ9 motor swap, I have a harness from a 2000 chevy truck and 0411 pcm from a 2001 V8 5.3l.
I have tried swaping the relay with no luck.
So I am assuming the relay is triggered by ground from the ignition switch and not the PCM?
The strange thing is, I can unplug the C2 connector and get no voltage in the start position, on the pin where the ppl wire would be?

Well the reason for the starter engaging in run position is, a 2000 wiring harness is not compatible with the 2003 fuse block. The pin outs are different on the C2 harness.
