Ok sorry people i had a brain fart there. The crank is turning and the starter is fine its the ignition. I can hear my fuel pump turn on, I have good fuel pressure, i changed out my spark plugs to brand news ones i had sitting around, quardruple check all the wireing, ignition wires are all pluged in firmly. When i was installing the new rocker arms i had to rotate the engine by hand to set them at zero lash, while i was doing that my room mate turned the key to the on position and while i was rotating the engine i heard something turn on. I tild him to take the key out of the ignition and i continued what i was doing. Could of i blown a fuse some how?

Dumb question, but....
Are the valves set right? You changed the rockers right...
I haven't changed rockers or broken in to the LS- engines but on the older 350s you have to set the vavles via the rocker arms correctly...they could be open too much, not enough...if you have fuel, and fire, it won't run without compression.
Hook a compression gage up to the spark plug holes to see if you have compression. Just a thought...

Do you have a noid light to check and see if the injecters are firing?

sounds like your over looking the obvious! take test light and check all the fuses to make sure.then you might have to pull the valve cover off and recheck rockers. they are correct arent they? Its more than likley a timing, compression problem sir.
