    If the OBDII port will not "power up" they will simply just put it on the sniffer / dyno rollers. At least thats what they done with my S10 when the OBDII port wouldn't work. They truck passed it just took longer to get out of there.

    Yep if the ODBII port doesnt work then we just go straight to the sniffer. Its not a dyno test just a 90sec 2500rpm and then a 90sec idle.

    As stated 2 or more not readys will fail you.

    Any vehicle 2 years or newer only has to have a safety inspection (lights, tires, etc.)
    96'-05' gets the OBDII test.
    83'-05' gets the 2 speed idle test (sniffer)
    82'-older gets safety only
