like the title says was wondering if the harness has a low, and high setting for the fans???
mine seem to not be running very fast, and I am a little concerned about it..

They kind of do.
a/c on: 1 fan high
pcm on: 2 fans low
a/c on-pcmon: 2 fans high
If you want manual control, run a toggle to the blue pcm wire and ground it on the other side, this will make both fans turn on low.

But, is there anyway I can bypass the AC/on PCM/on and have the fans run high without the ac on. ???

If you jumper across the blue and green wires from the PCM, you get high fans any time the fans turn on.
