plugs wires cap rotors, sitting for that long a brake job will probably be necessary (severe lot rot) considering your in texas all the hard brake and fuel lines should be good, wiring might have critter damage.

drain the fuel tank, put 5 gallons of fuel in the tank, slosh it around as best you can and drain that too, pump the remaining fuel out before it hits the injectors by removing the fuel line at the TB. Use the fuel pump prime connection on the OBD connector to trigger the fuel pump. 10 year old gas is very bad for the system. Oil should be fine. Remove drive belt and make sure everything spins freely. Check all fluids.

that remindes me, theres little black hose that connects the fuel pump to the sending unit will break and corrode after still in fuel for a long time. so if your pump kicks on and theres no fuel coming out of the lines than theres your problem.
