I have an LS1 fan setup in my truck, including a 145A alternator. Lately, anytime my ac and fan kicks on, the lights flicker, and the voltage drops. It regains voltage, but only completely after the fan turns off.
Is my alternator going bad, or is it something else?

That's just the power surge of the fans starting up. It's nothing to worry about. If they're both starting up at the same time it's twice the load.

It happens any time either one or both fan kicks on.

If you have an Autozone in your neck of the woods, go have them check your alternator and battery out. Your battery may be on it's way out the door.
I just checked and saw there is one in Smyrna, so no excuses why you didn't get your charging system checked out
