Rebuilders put boot software only in the 03+ so that WCT dealer hacks like me can boot the dang ole thing up and install VIN specific operating software in one programming event and the hourmeter/odometer information in the 2nd event. Most 03+ modules are way different (think of anything with a 'puter in it that communicates on the data buss as a module) than the 99-02. Not sure how this apples and oranges stuff works but I will defer opinion to those that have tried and succeeded. The problem of buying one from a real rebuilder is they're gonna wanna know the part number you need....they generally do not work off of application. They mess with stock stuff all day long...
Your gas gauge problem is most likely not IPC related but an open or intermittent in the fuel level sensor in the tank.
