Build a deck plate that fills the front section of the bed, so it can not move front to rear, or side to side. Then install some uprights that wedge against the plate and bed rails stops the up and down. And your done. You can paint it, NO cover needed, no drilling into the bed. Probably weigh 30lbs or so when done.
Deck plate could be covered wood, or front bed metal from a wrecked truck etc...
    OR
drill 5 holes in the bed and if you ever remove mounting plate, install plastic hole plugs. You could put nut zerts in the bed, then you can remove mounting plate when not in use without getting on your back.
Mount the bottle in the spare tire area. simple thin metal shield form debris etc,
Lots of different ways to do this.

I still don't see why you aren't mounting them in the bed. If you POR-15 the holes, it isn't going to rust. The end. People doing frame off restos in your area coat their whole frames and under cabs in it and have no issues. I highly double those couple of half inch holes are going to become a problem.

I drilled the holes for my rollbars, 4 years ago...still no rust. I never even spray painted the holes, just drilled and forgot about it. I live 3.2 minutes from midwest.

I suggested building a frame that fits in the notches on the cab side of the bed (where people generally stick 2x6's running the width of the truck. Then running Beams up towards the bed rail, so the box was 'sandwiched" into the bed. There would be NO holes drilled, but any tech that looked at it/tried to move it, would think it was bolted securely. We could use outdoor paint on the lumber, wrap it all in outdoor grade carpet, and call it a day.

I still don't like the bed idea, just because he needs to purchase a cover to keep bottles dry/from being stolen. And changing bottles with a cover would be a PITA.

I think making a bracket to bolt to stock seat bolts and having that hold the bottle would be the easiest/cheapest route...but then it's not 'hidden'

Which leads to option of 2 small 1.5lb bottles tucked behind rear seat or under the driver/passenger seat... for the little bit he would use it, should be suffice.

And those two 1.5 pound bottles are empty after one run. What about a below the rail toolbox?

if he's only running a 75-100 shot... he should get about 10 seconds out of 1 lb. So he should safetly get 2-3 passes, assuming he sprays from 2nd gear to finish. The track we run at fills for $5 a lb...so it's not a TERRIBLE deal.

(I have 4 10lb bottles...I obviously see the pain in constantly filling bottles, but I'm not worried about looks/drilling holes)
