well my problem is when i kick down the gas pedal on my 99 tahoe 5.7,4l60e it doesnt want to get moving past cruising speed,rpm's dont jump up and peg like a trans slip,just wondering if a filter would cause major loss of power on kickdown?

Cats are most likely plugged. Replace the fuel filter first and check the fuel pressure but I would guess you're fighting a plugged cat.
3000 miles ago i had the gm cat replaced ,all o2 sensors and egr valve replaced.all with gm parts,kind of a warranty thing () before i moved to florida.
Are you 100% positive the cats were replaced? THere are crooked service centers worldwide. Hell, a friend paid for an oil change up here the other day and all they did was top it off with two quarts of oil.
