Once you say you want an unlocked PCM and want to start tuning then it's your's. If the PCM isn't locked it's open for you to eff it up and say it's his fault. It's a liability thing. With the lifetime tune you can send him scans of the vehicle while driving and he can make an update to a locked PCM and mail it to you.

HPT is pricey. I wouldn't buy it until your have some good knowledge with tuning.
Have a local shop do it. Make sure they specialize in GM vehicles. Stealerships will cost more. But like I said, if you know someone or if you can nudge your way into the back and slide a tech some cash, that would be the best route. But there are good GM only shops out there that do work that is AS GOOD or better than stealerships...
