Made a few changes

I removed the Admin section, this forum is great about taking care of itself. so there's no need for admins to talk about anything.
I've added a Street and Strip section, and removed the Kills section.

what do ya'll think, i'm always open for suggestions.

btw, is this blue getting old, do we need another change?
