if the heads are on and you did soak them, pour some oil down there, keep cranking over the engine until it build pressure for a bit, just to be safe.
it'll be noisy initially.

Take Allen's advice. After they are primed roll the cam on the base circle. Take rocker to 0 lash. Then torque to 22ftlbs and count the number of turns. Iirc should be between 3/4 and 1 1/4 turns to 22. More than that you need a longer pr and less you shorter. I could be wrong though always best to measure.
