I wouldn't bother with heads on your higher mileage 5.3. Look into a junkyard 6.0 to start building instead, as your budget allows. Then once you're able to get other drivetrain and supporting mods in order, swap in the 6.0. Basically plug and play with a good tune.
If for some odd reason you're going to be stubborn about it and stick with the 5.3, then you could just get an old blower kit like a radix or whipple you can find cheap these days since everybody else wants TVS/procharger or fmt, then boost that old motor til it dies, then swap.
If not either of those routes just go with a looser converter (most fun mod you'll probably do, no joke, even without any power adders!), then cam, and tune.
Most of the other bolt on stuff is garbage and over priced (like aftermarket cold air intakes or catback exhausts), unless you're going max effort and can afford to squeeze it all out.
