The double spring kits we've used like comp, Prc and Lunati have the small seal with no seat but they provide a new seat that is installed before the seal. I guess your kit didn't come with them. I'm sure you can get some.

From the factory the seal and spring base are one piece on 99% of the LS applications. With any dual spring kit you don't reuse the factory seal/spring base. The dual spring kit should come with a new spring base that will locate the inner and outer spring. And they will also include a new seal to press on over the guide.
