If it was stock with fogs they'd turn off when brights are turned on is what he is saying... So by putting them on a toggle you can have fogs and hi beams on at same time...
Id just toggle them unless you plan on buying the lil button also to turn them on as if they were there from factor
If you want them like factory GM sells a kit and then you get the BCM reprogrammed.

there is a harness already there no matter if they are on it stock or not. the kit comes with the fogs and the rest of the harness. then just the bumper caps and a reprogram and they will work.
