If it is the same as the 1999 and up RCSB there should be two horns. One on each side in front. It's fairly common for one of the horns to quit working. Usually they quit working due to water in the horn. I'd guess the most common way to get water in the horn is by using a automatic car wash with a belly wash (just a guess). Sometimes when one horn goes bad it can also cause a blown horn fuse.
If you have one horn that has quit working make sure you replace it with the correct horn. The two horns have different tones.
