If the cam is still in the motor then the lifter did not fall into the bottom of the motor. Try to insert a dowel about 2' long and 5/16" diameter, you will need two dowels, there are two little holes behind the cam retention plate. If one stops short, try spinning the cam and gently pushing the dowel into the motor. Can you see the rest of the lifters? Pictures?
