there was a recall on the rear brakes in the years with the discs...something about the cable or spring set up they had were it wouldnt engage after awhile if you didnt use it all the time, if i remember correctly

Now that I think about it some more, I remember taking out the lever arm that the cable attaches to. It was all gunked up too. After I cleaned all that out and lubed it, it works great.
I probably haven't used the park brake since, wouldn't have spent much time on it if I wasn't doing a brake job at the same time.
I've had the same problem with my emer brake never used it because it never worked until i was about to put a new tranny in. I read some stuff about recalls and gm wouldn't do anything about it but charge 600 to put some spring on it. I've noticed that the shoe itself seems to move around inside the hat and drag, when i replaced my shoes they wouldn't make contact with the inside because they were so worn down. They don't seem to be dragging anymore but you'll here a little scrap from time to time. There really isn't much holding the shoe steady in there, should have been a 2 piece design with some more control. Google it and you may find some insight as I did I just ca't remember exactly. I read that they have a repair kit to solve the issue but can't remember if you have to get it from the dealer or not.
