    2000 silverado won't turn over

My friend has a 2000 silverado with a 4.3L v6, and when u go to crank it up, nothing happens. His instrument panel won't work either. I've checked all fuses and relays having to do with the starting system, the battery is good and so is the starter. So I think it's either the ignition in the column or something with the faulty instrument panel. Help?

it doesnt even attempt to do anything that a normal truck does, its almost like the ignition is non-functional when u put it in the run position. it doesnt look like there are any recalls either, according to this website Silverado Recalls

They are known for bad ignition switches, i've changed quite a few of them. That's what I'd be checking.
