I would try to get a partial refund or anything at all. I would not use a regrind period. I am just that way. Does he heat treat these regrinds? Really like a key copier. Bovine Excrement. Another reground cam is garbage period. I would write it off as lesson learned.

Thats EXACTLY how mine is damaged. looks like the areah where new metal has been machined onto the cam?

A regrind take the special heat treat off the cam lobes, making the lobes soft and suspect to flattening out. Once a flat spot occurs, it doesn't take long to make a groove on the cam lobe and mushroom the lifter. I don't see any use in going after him. I would file a complaint with Ebay and spread the word.
