Touch the pcm blue wire to the chassis/ground. Do both fans come on low? If so, the harness is fine, if not, we need to get you another harness (easier than troubleshooting).
If they come on put the pin in blue 42, the fans should come on around 189deg for a 160stat and 205 for the stock stat.

I'll get you fixed up right away if anything is wrong.
