34" Fans, HHO kit, and router bits?

What exactly will that HHO do. I have heard different reviews about it. Will it increase gas mileage, and what is needed in it just mineral water??

But it wasn't stock, and he saw a pretty good change in mpg. But it really depends. But yeah mineral water, and baking soda I believe.
