The VIN needs to match the PCM VIN.

I could change the VIN on ECU and TCM to the BCM VIN... that might help? At least EFIlive could perform this

Yep, it sure will and it's worth a try. Some of the cheap scanners come with CAN built in and only cost 149.99 or cheaper. You 'll have to look under the specifications to make sure it has CAN in it. Here's a decent scanner but you can find cheaper if you have to go this route.
