yep, sure can, i lowered a friend's blazer 3inches in the front by just turning the torsion bars down!

Cranking the torsion bars is kinda easy... To do so, climb under the truck to the crossmember for the torsion bars located a couple feet behind the front axle. There are two large bolts (one on each side) at the ends of the torsion bars running back to the frame. I think the bolts are 19mm... Turn each bolt clockwise (tighten). Make sure that you turn each side the same amount!
Start out with about 3 full turns, turning each side the exact same amount of turns. Then go drive the truck around the block a few times, hitting a few bumps to allow the suspension to 'settle'. Then go from there--if you need it taller, turn the 19mm bolt a few more times equally on each side until the desired ride height is obtained... But be careful to not go too high!!!
If you crank them up a lot, expect quicker wear of ball joints and cv joints (because they are at a steeper angle than stock). Also, the truck will ride rough because the suspension will not have very much droop left so you will feel the suspension slam down to the limit of its travel, but it wont hurt the truck.
