Might mean vent valve. Purge valve applies vacuum to the system to suck the vapors through the canister before venting them (through the vent valve). Vent valve is commonly plugged with dirt and affects re-fueling, not the purge valve. If you plugged where the vent valve was, there is no doubt it will be tough to fill.
