These engines have peak torque around 4000rpm, so 3000 is pretty close to where the engine is strongest. These days 3000 really isn't all that high of a cruising rpm. Another consideration is the trans, if you build an engine like that the 4l60e will not take the force of a stroker with a blower, towing a boat.

If you're after just having low cruising rpms, and not downshifting find an 8.1L or a DuraMax with an Alison or a 4L80e. If not a 408 would probably be the next best option.
