    Godspeed 38mm Wastegate question

So i just got my new waste gate in and i was studying it last night and had a question i hope someone has an answer to.. so it has two ports; the top and bottom. Im guessing one is above the diaphram and one is below. Now when i blow in the top port it has restitance and when i blow in the bottom one it kind of leaks down...is that normal or should both of them be sealed and have resistance with no leak down?

on most wastegates, the bottom port is used. it pushes on the diaphram which pulls up on the wastegate releasing pressure in the tubes.
if you put in on the top port, overboost will happen and your engine will break.
