Yes they can up to a certain point. You will need to pin the crank.

I think we should let SC answer the "Pin The Crank" question!!
Just as it sounds, drill a hole between the crank and pulley to install a dowel that acts like the key on the old SB Chevys...
JAMEST just told me about what happened to SC. All i can say is ouch.
