Checking mileage when odometer will not light up?

Sorry if this is in the wrong area. I'm looking at buying a 1999 Silverado 1500 at a local dealership, but they don't know how many miles are on it, and the odometer refuses to light up. Is there a way I can plug a scanner, or something else into the OBDII port and find out the actual mileage? I don't want to buy it blind.

+1 unless it's in amazing condition paint and interior wise and they want less than 5k or if it's under 3k otherwise walk away. Stuff like that is pure bad news.

It's in average condition, EC, SB, 4X4, with a 5.3. They want $4999 for it. I'm thinking about gambling and offering $2500 for it, maybe as high as high $3000. What do you think?

You should be hook a tech2 up to it and see, i think. I had a 99 Z71 with a cluster would not show mileage too. You could tap on the cluster, and it would light up. I pulled it out and put it back in for some reason years ago, and now it reads miles constantly...lol
maybe it had a bad connection? idk.
